On new vs. used I think it depends on the situation. We have bought both used and new; now I tend to prefer new with vehicles like SUVs or pick ups and used with cars. I agree with the math on depreciation and that is fine, but am leary of vehicles

Hope you installed tube flaps. If the wheel is set on a stack of plywood blocks so the back of the tire can't touch the floor installing the lock ring is a bit easier. Never had to bend a rubber stem but a length of pipe might help.
