It shouldn't. Possible causes that I can think of: (A) low compression (B) if vacuum tank, then leaking vacuum valve (C) if electric pump, one with too much pressure. I am sure there are others. Jon.

We have made many sets of top irons for Packard Tourings and Phaetons over the years. People (even Packard people) sometimes do not know that there is a difference, assuming any 4 door open car without roll up windows to be a phaeton. Wishful thinkin

Jim, Try Restoration Supply for the wires & connectors. I doubt you will find the tank. You would do better to have one made new. Old tanks are usually rusted with pin holes, thin spots, and scale. I had my round tank dipped & tinned

can't beat that price on a manual. I have several bottoms (motor and loop) if you can find a top mast somewhere. I don't think the manuals will work on the electrics will they Bob.
