From under the car there looks to be a round plate in the floor board to lift and add brake fluid. However, when I lifted part of the carpet I saw a jute mat. Did I not lift the carpet far enought to the center of the 46 sedan. Thanks.

Yes, the round plate is in the metal floor and you do have to clear the area in order to remove the plate.

The hole is closer to the center and the jute backing will have to come up unless there is a hole cut in it to access the master cylinder.It is a big pain to add brake fluid.
