Could it be for an Oakland? Symbol next to the numbers kind of looks like Oakland logo. http://wiki.gmnext.com/wiki/index.php/Oakland

It's definately the Oakland symbol. However it could be out of a '32 Pontiac or a late '31 Oakland. The case was manufactured in July of 31.
