If the pitting is indeed just cosmetic sand blast the frame and fill the pits with any good body filler. Sand smooth and prime. Paint the frame with any good chassis black, Rust-O-leum, or Por-15 type paint. If the pitting turns out to be holes and strucural weakening the services of a competant welder should be used to cut and weld in new steel...............Bob

Not if you sand blast down to clean metal. If you just smear it over rust yes it will eventully fail. Blasting down to new metal is essential. The rough sand blasted surface also provides excellant "tooth" to grip the plastic filler....Bob

I usually use an epoxy primer after sandblasting and fill deep pits with a good filler or small pits with a hi-build 2K primer, then topcoat with acrylic enamel. Most cars I do are from the 20's and have exposed front and rear frame rails. If none of the frame is exposed to sunlight than POR 15 or chassis black will work fine.
