Can anyone tell me if this is a rumble seat step or possibly a pedal pad? It measures 3" in dia. and the PN is B2454-A2? Thank you in advance.

It does not appear to be a Model A part to me. Round Model A step plates had a square hole in their center and were mounted with a carriage bolt down through the center. Possibly later Ford part.
