Does anyone have a useable water pump for sale or know where I can buy a pump or a pump kit for a 1927 or 1928 Packard 6 cyl.?

Do an internet search for Flying Dutchman Water Pump and you should have your source for a quality rebuild. Good work, Good price, Good reputation (as far as I know...)
