What's the theory behind seperateing some Corvettes to be in the high performance class? Aren't ALL Corvettes considered high performance?

I guess my real question is why '69 350 c.i. 300hp and above is in the hipo class? 300hp is the base engine placing ALL '69's in the hipo class. Why are they special?
