Is this a Chrysler?

Nope. It's a 1928 Hudson. I guess since Hudson blended with Chrysler, the answer could be yes. (EDIT: it's a 1929)

Yes...I was a year off. I went to Google and saw a little coupe with the double row of louvers and it was called out as a 1928. Sorry.

Here's the Auburn pic. That Auburn coupe is rare in itself. They didn't normally have coupes in their line but they would put a coupe roof on a cabriolet for you. I think they only made 3 of them
