What are these? Graham Paige Tags

Hello my great grandpa collected these and were in a nice lock box. Does anyone have any idea what exactly these are? They look like off the line numbers. If anyone has any info or knowledge is love to know I haven't found any clue on the internet. Thanks!

A lot of such tags were called "tool check tags".  I think that employees of the factory would check out needed tools from the main supply room, and the tools would be tagged so they could be traced as to when they were checked out and by whom.

 

I've also seen a similar tag, but from the Pierce Arrow factory, that was wired to a fender and used as a part number.

I will pass your question on to the three only people who might know for sure.   They are the most knowledgeable Graham-Paige people I know.  Do you know if your Grandpa worked for Graham-Paige?
