Having troubles with over heating issues on model A flathead 4 cylinder. Motor has been completely rebuilt, radiator is new. 

Can anybody help me or give me some suggestions?

A new engine will normally run a bit hot till broken-in. If you have a new radiator and no thermostat it shouldn't boil over. If it is not boiling don't worry about it. Retarded timing or lean fuel mixture & maybe a bad head gasket are about the only other engine problems to cause overheating, otherwise check to make sure the brakes are not dragging.
