What does this sidemount tire cover fit?

This sidemount cover came to me with Franklin parts. I know its not Franklin. Any ideas? The center hole measures 19 1/4 inches, The diameter across the back is 28 inches and measure inside where the tire tread would fit in the center is 30 inches. Notice the finder hooks to assist installing and removing the cover.

I don't think that cover is 33-34 (17 inch rim) Ford. It isn't Chevrolet either.  Some one that has one will recognize it right-a-way.

I have only seen one 1933 Ford with sidemounts....this one. I've never seen a 1934 Ford car with sidemounts. The item in question looks more like a GM parts, to me.

John, do you think those side mounts are actually factory on that 33?  Three spares ?  It is no small wonder why that arrangement was not popular. 

I am thinking the subject covers are Hupp, Graham, Stud, Nash. They are not 31-36 Auburn.

I think it is a factory photo, but cannot be certain. The sidemounts look funky in my opinion. Couldn't be any lower for fear of the door hitting them, I bet.
