Horse & carriage with Horseless carriage w/ 3 Ohio plates, 1915 being the newest. Whats the car?

i picked this off ebay because it showed both modes of transportation. "Car" looks kinda odd to me, Is it a truck? thanks 4 looking.

Don't have a clue as to why all three plates are on there. Maybe the owner thought you needed to keep the earlier ones on the car for some reason.
