Need good advice re '83 PA A/C

Hi Guys : I have a problem I need help with on my 1983 Buick Prk/Ave. I installed a new a/c unit in the ave charged up, But can't get a/c to work. Now this has the Touch Climate Control in the dash. I have had it to different mech's most tell me it is the dash brain. Now according to the shop manual you can not swap from one to the other. My question is what can I do to get the system to work besides going to vacuum that is all I can see to do. Any help would be greatly appreciated. I'll say thanks in advance!! Hope someone can help pulling my hair out.
