65 Riviera power antenna

I am trying to reinstall my power antenna in my 65. It has been out for 15 years so my memory does not serve me well. I cannot figure out how or what the mounting bracket attaches to inside the fender. I cannot see anything that would be obvious except maybe one of the bolts that hold the fender well in? Any help, picture etc would be appreciated.

BTW I have check the manual and it does not clearly show how this mounts.

so it mounts onto the cover plate. I could have studied this for 3 years and never thought to look at the cover. lol.
