Stromberg OE-2 carb problem

Two years ago I tore a part my 1924 Republic Fire Truck for motor work. It has a Waukesha CU244 motor in it. After two years of finding and making parts I finally have it back together. The problem is that every time I stop cranking it over fuel pours out the carb. The plugs don't look wet like the fuel is even reaching the cylinders. Any ideas?

The LS-2 stromberg on my 1920 Studebaker does this as well. the shop manual for my Studebaker say that some fuel is normal upon stopping the motor. a tablespoon or so. if more than that float may not be seating correctly. my manual say to remove the needle dust cap and rotate the needle against the seat. also if you engine is a priming cup engine as mine is it may not turn over with the starter fast enough to draft fuel up the manifold. I hope this helps
