The heat shield on the choke was to prevent air from the fan from cooling the choke. Cooling the choke could cause the secondary lockout to prevent the secondaries from opening. And would most definately contribute to poor fuel economy. Used on lots of different applications. Sometime look at the monster used on mid '50's Cadillacs. I would leave it in place. To quote a good friend Tom V. from the Pontiac forums: "Engineers do things for a reason"!
