KDirk
The donated cars (usually) had normal production VINs and simply had a stipulation on the title that the car could not be resold and rather had to be destroyed if its usefulness to the recipient ran out. I imagine some early prototypes and test mules may have been non-vin thereby precluding ever getting a title. At least this was true of other GM R&D/prototype vehicles.Anyway, if it is salvage due to a wreck or flood (don't care to speculate but there is no carpet in this car) that wouldn't preclude getting a valid registration as with the donated cars that GM gave to various topics trade schools. Regarding this car, the seats look awfully good as does the tail lamp. If it is a low mile car as stated, I'd expect it to be in pretty nice condition. So, depending on why it has a salvage title, it may be a very good deal worthy of restoring. If the title is clouded by GM legal restrictions, may want to avoid it or buy solely for parts use. KDirk
