1989 chrysler tc 16 v maserati will not start after replace head cylinder

Ok, here is my situation.

I have a 1989 Chrysler TC 2.2 DOHC turbo by Maserati. I replace the cylinder head and now I have a timing problem.

The cranck is on TDC (dot on crank pulley aligned with secondary shaft) The mark on the secondary shaft aligned with the crank and dot.

The pulley for the twin cams aligned with the small hole aligned in the middle.

Now is my question the cam on the cylinder closer from the timing belt are pointing to each other is cylinder 1 on the opposite???(what I would call cyl. # 4?) The spark plug wires are now #1 on the cap (11 o'clock) to cylinder closer from timing belt.

The car will not start, not backfire just runs for 1 second and than spark plugs are soaking wet.

Any help would be very appreciate.
