I noticed the RHD too.No holes for the extra horizontal fenter trim and the bumper is smooth with no lower ridge like on the Mercury. Yes Mercurys had the two fender trim strips but Monarchs had a single trim strip like a Ford. The bumper could have easily been replaced with something else over time.
