Guest Foggy norm
It appear's to be an Oiler (upper?) of some type. Could be a well made one-off, X usually applied to experimental item's.
Layden B
Common machine oiler, these came in a series of sizes. The flip lever on top opens a valve inside to allow oil to drip from the reservoir. The flow would be visible thru glass at bottom. Search ebay, they come up frequently.
