Definately a Standard.

A bit hard to tell exactly from front on so it be one of a few Year/models but I would say a 1937 Standard Flying Nine.

That is exactly what it is. The number 9 is visible in the starter crank hold cover. The Flying 9 was introduced in 1937, with a major grill change in 1938 that lasted until 1940.
