I reckon of any unknown part one might find in these parts, the odds are much better than half that it was once a part of a model T. I am solemn when I say I had started to believe the part might have been part of a circus booth moving target going up and down to challenge the shooter or ball-thrower, not sure how serious Dandy Dave is but I think not an unreasonable guess.
