It looks to me like there is a castering wheel at the rear of the car, so someone has modified it to do this. Why? Who knows. Maybe a prop for a movie? He is rushing into the path of the car. He is therefore either about to commit suicide as the car falls on top of him or the car must be stationary posing on it tail stabilizer wheel.
