What's it fit? Steering column

Any ideas? There is a 17TAB and 16TC cast on two of the parts.

That is out of something good! Are the bolt heads square or hex head? If they are square it may be Rolls-Royce

The wheel gear looks rather large, that would give a slow ratio for more leverage on a large vehicle with bigger tires to carry the load. I suggest this may be fire truck.

Assuming the 3 bolt flange goes against the frame, the output shaft would be over the frame and the shaft up to the wheel is at a steep angle. Both hint at truck. Looks to be a Gemmer brand, they made lots of columns for cars and commercial vehicles.
