Virginia Bill HB288 to limit Antique Plates

Ok Glenn, My wife said if I caught a cold getting these pictures this morning someone in the western part of "our" fine State of Virginia would have to pay!! <img src="http://forums.aaca.org/images/graemlins/shocked.gif" alt="" /> <img src="http://forums.aaca.org/images/graemlins/grin.gif" alt="" />

Last plate, a standard personalized Virginia plate. Had lots of problems getting this one at a time when people were dying in Virginia at the hands of those two sniper nuts. That's right, those guys were in a 1990 "Blue" Caprice. <img src="http://forums.aaca.org/images/graemlins/crazy.gif" alt="" />

That Black plate with the white letters looks like it would be right at home on a Pre 1916 vehicle, you know ANTIQUE when people new the ture definition of the word. Belly ache all you guys want the 25 year old and it missed the crusher and becomes an "antique" mindset will kill your ability to enjoy what your founding car collecting friends worked hard for.

We actually drove our 1940s car for a couple years WITHOUT a plate? We had it registered but never got around to having it repainted so it sat in the trunk.

If we were ever pulled over we would have just told the cop we had taken it off for judging and forgot to put it back on. As it went - never got pulled over but we did have a couple sharp eyed car guys ask where our plate was. Got the YOM plate repainted this winter and might even put it on the car this year.

I've seen the proposed legislation and I plan to bring it up for discussion at Fredericksburg's monthly meeting tomorrow evening.

On a personal level, I do have one question. Reading the proposed legislation seems to preclude *all* travel to work. In nice weather, or for special events (open houses, base events) I and others I work with like to bring in our cars. I work on the Navy base in Dahlgren, and I have generally never had an issue, either with local or base police.

If this legislation goes into effect, what possibilities (save normal registration) do I have to continue this 'occasional pleasure use'? The base does have an on site auto hobby shop to do repairs - shall I drive it there to check the oil level ("obtaining repairs or maintenance") and stay legal? Should I stand up a "Dahlgren Antique Auto Club", register it as a corporation with the state and have weekly 'cruise-ins' during the warmer months? Without these possibilities, my cars would see too little use to stay in good condition.

Keep in mind that my antiques, when covered by antique auto insurance, see less than 1,000 miles of use per year and are well preserved original cars. If I anticipate more frequent use, I place them under a normal auto policy and accept the risk that I will not get full value back in the event of a loss.

I brought up the issue of tag abuse at last years annual meeting during the legislative session. A gentleman from SEMA chaired the session, and stated that it would be best to not say anything regarding the abuse, lest we not like the solution. Now we have a proposed solution, and although as indicated I am not completely happy with it, I'll admit it could have been far worse.

So, how can I continue to occassionaly drive my car to work as indicated above?

I have to believe it's about money. Remember, Virginia has a billion $ surplus but is going to reinstate the car tax. Thank you Governor Warner.

Dittos to Silver Ghost and Raftel for your comments. The cure will be worse than the ailment...gives the police open season on Antiques. They can go after the clunkers now with existing laws.

I also agree the mustard color on that plate is hideous...guaranteed to look ugly on your vehicle no matter what color paint is on it!

Trivial point: I wonder why the Va. mustard color Antique plate is the only customized plate not available through the internet site? I emailed them a year ago about it.

Hello All,

Just thought I would let you know we have not been overlooked by our new Governor when it comes to increasing revenue. I don't think it wise to fight this either, lest we look like malcontents at a time when we still have HB288 out there regarding the Antique registration pleasure use provision. HB288 should be heard by the committee tommorow, and ammended to restore the 250 mile pleasure use provision. I'll post when I find out.

Check out the excerpt from the lengthy SB708 below. The lines drawn through the $10 fee did not copy below, but you will notice the $20 next to it. It's still a bargain for a one time fee, but you hate to see it go up anyway. By the way, the increase is not retroactive.

SENATE BILL NO. 708 (Excerpted)

§ 46.2-730. License plates for antique motor vehicles and antique trailers; fee.

A. On receipt of an application, the Commissioner shall issue appropriately designed license plates to owners of antique motor vehicles and antique trailers. These license plates shall be valid so long as title to the vehicle is vested in the applicant. The fee for the registration card and license plates of any of these vehicles shall be $10$20.

B. On receipt of an application, the Commissioner may authorize for use on antique motor vehicles and antique trailers Virginia license plates manufactured prior to 1976 and designed for use without decals, if such license plates are embossed with or are of the same year of issue as the model year of the antique motor vehicle or antique trailer on which they are to be displayed. Original metal year tabs issued in place of license plates for years 1943 and 1953 and used with license plates issued in 1942 and 1952, respectively, also may be authorized by the Commissioner for use on antique motor vehicles and antique trailers that are of the same model year as the year the metal tab was originally issued. These license plates and metal tabs shall remain valid so long as title to the vehicle is vested in the applicant. The fee for the registration card and permission to use the license plates and metal tabs on any of these vehicles shall be $10$20
