Federally funded Vehicle scrapage is back again!!

The offending legislation is under the Administration's Highway Bill, Section 1601, Section 149, Title 23, CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM. This is part of the Administration's SAFETEA program (Safe and Flexible Transportation Efficiency Act of 2003). This is the third time vehicle scrappage has come up in the U.S. Congress. We must fax, phone and email Sen. John Warner (VA), who introduced the first vehicle scrappage provision and serves on the Subcommittee. We also need to phone and fax Sen. George Allen (VA), who doesn't serve on the Subcommittee or the full Committee, but signed legislation while he was governor to end Virginias scrappage program. Ask him to contact Sen. Warner and persuade him to remove the scrappage provision. We must also fax Chairman Jim Inhofe and Ranking Minority Member Jim Jeffords.

The Administration's Highway Bill with the offending vehicle scrappage provision is assigned to the Senate Committee on Environment and Public Works. This Committee has assigned it to the Subcommittee on Transportation and Infrastructure.

This bill would release funds by reversing the federal funding prohibitions on state-run, "voluntary" vehicle scrappage programs through the Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ). This is a federal tax funded program that encourages states to pay to scrap pre-1980 cars and light trucks! There is no provision for salvaging cars or parts once in the program
