The lame duck Michigan Legislature has quietly ram-rodded a bill through the political process that will cost us all some extra money.

Michigan bill HR6446 raises the "document fee" (paperwork fee) charged by car dealerships from $40 to $250 or 5% of vehicle price, which ever is lower. It also requires a revision of this fee every two years, to adjust it for inflation. [Note that because the $250 fee is part of the taxable amount of your vehicle purchase, the true amount of the increase is $265.]

This ridiculous and unnecessary bill that panders to the auto dealers, was introduced by Representative Shulman ®, of West Bloomfield (517-373-1799) and co-sponsored by several other House Republicans, including one of my own local representatives, Mike Bishop (517-373-1773).

On 12/3/02, the Michigan House of Representatives voted 9 to 2 in favor of HR6446.

The bill was passed on to the Michigan State Senate, where it passed (roll call #1013) 24 to 10 in favor of HR6446. Senator Gary Peters (D), made a noble effort to temper the bill's language by proposing the amount be amended to $160, and the wording "negotiable" be added. Unfortunately, this motion was unsuccessful and the bill was approved using the original wording.

This bill will now go before the exiting Governor John Engler for his approval. If you have strong feelings on this piece of legislation, it is not too late. You can contact the Governor's Office of Legislative Affairs on 517-335-6787 and urge the Governor to not pass HR6446. Time is running out!
