Ultra Rare Steering Wheel?

Many cars had these as standard or optional equipment in thethirthies. The idea behind the spokes or banjo strings was that they would absorb some of the road shock from early roads transferred through primitive suspension and steering systems. Probably didn't do much but they looked cool. BillP

I am fairly certain that is a Packard hub. From your excellent side view, it is a '37 - not a '38 the '38 was much flatter). It does appear to be a Junior series, as the Senior cars had a full inch larger horn-button.

I wouldn't be able to even guess at its value. That pot-metal hub is pretty far gone - hard to take out the stainless steel spokes to re-build the pot metal up and re-chrome without destroying it.
