It has 1956 California plates but a Missouri sticker in the window. Don't know if it cranks. Thanks for your thoughts.

I'm in the market for a project car. I found this 1956 Pontiac Star Chief in a yard in town. The owner is asking 4500. It's been sitting for a year. Is the car a good choice to restore (my research shows it may be) and is the price reasonable? Please review the attached pictures and tell me what you think.
