'AfterMarket' Mercer accessories c. 191X

Among the boxes of spare parts I got with my car were some really cool accessories, two are self explanatory, one sort of a mystery:

Firstly, a really cool rearview mirror with beveled glass, in the shape of the mercer shield, secondly, a 'steam whistle' device that replaces one of the priming cups, must make an amazing sound if it only blows on each compression stroke! (plus spraying fuel mixture underhood!), and thirdly, something I can't quite identify, but appears to be a mounting bracket for an array of little flags maybe? Maybe attached to steering column? My only clue is the remnants of sticks remaining in three of the slots...

Those flag holders usually mount around the radiator filler neck so they can fly right up front.
