What does this KD tool do?

Does anyone know what this tool does? The handle says: "KD Tools No. 170" Turning the red handle causes the end pieces to pivot OUT / IN. The straight piece pivots around the handle and is locked in place by the handknob. ?? Thank you.

Its either a tail pipe cutter if there are cutting wheels or bits at the end of the two legs or its a valve spring compressor.

I have one exactly like it. You are missing the base into which the post fits. It is a carburetor vise. The mounting screws adjust to fit various size carbs which you can then mount on the stand and rotate to make working on them easier.. Very handy. Mine is mounted on my work bench.

Mystery solved.
Thank you for the replies and suggestions. "Restorer32" came closest. Asking K-D's web site was a good suggestion, they responded as follows:

"The tool you are inquiring about is a Universal Carburetor Stand that was manufactured from the 1960?s to the early 1970?s. It looks like a base plate is missing from the tool."
