It looks to me like a mid- or early 1950s Continental Kit spare tire cover, possibly aftermarket. The later 1950s kits either had no stainless trim or a huge chrome band surrounding the unit.

Looks like a Buick or other GM sidemount fender cover. The uncovered bottom of the tire/wheel go in the fender. A rear tire cover usually goes all of the way around a tire.

I agree with Keiser31. The sidemount cover looks like circa 1937 -1938 GM, possibly Buick.

I am quite certain Grandpa has pegged this just right. It looks identical to a sidemount cover for a 37 Buick. May be some people
who crave it, if you can find them.
