Did just the cover come off the button or did the entire button come out of the wheel? This looks similar to a mid-thirties Chrysler product part(probably an aftermarket part) ,if so the cover presses on over the bakelight button and is secured by 4 small tabs. The tabs may be missing and the cover just popped off. If the whole button came out,the lock ring tabs that secure the contact plate in the button are probably broken allowing the button retainer plate to pull out. Perhaps more photos would help!
the cap is still attached by the 4 tabs & the bakalite looks in good condition

Well, the patent was assigned to the Ross Gear and Tool Company in May of 1936.
