Help indentify old auto tag

Maybe someone out there can tell me what this is or its purpose.I found it in an old junk yard outside of SouthHaven,Michigan. It is 2" tall 1 1/2 wide and 1/16 thick aluminum. Maybe someone in the community knows what it is...Thanks

The state may have had a registration plate, but there were towns & cities that had a tax seperate of the state's registration - I've seen similar badges as yours with a 1-horse, 2-horse, etc. designation and think that is what you have - An auto tax tag from South Haven.
