Unfortunately I made a mistake in identifying the Buick in the top photo. It is a 1940 model and not a 1941. I've got Packard permanently deteriorating my brain. Most cars had headlights in the fenders by 1940. Packard (as well as other luxury car builders) did not move its headlights into the fenders until 1941, and I quickly thought that because the Buick had fender headlights that it must be a '41 as well.
Actually, if you talk shear numbers, most cars had headlights in the fenders by 1939. Ford went with the style way back in 1937, while Chrylser products made the change in 1939. Many of GM products went with it in 1940, although Chevrolet's were sort-of, kind-of, not-really IN the fenders until 1941.
