If it's the security posts you're thinking about, maybe they are just like the ones in Washington D.C. that slide up and down when access is needed.

assuming the layout of the blocks on the sidewalk are all symetrical, it looks like there is just enough room in the area close to the building to get the truck through. But it is definitely tight. The truck probably belongs to an absent boss.

I think this is likely the correct answer. The removable posts are quite common in Europe and I think they come with a key tool, so everyone cannot remove them.

Are we talking about the little black posts or that one big grey post ?
If we are talking about the black ones,they will still have to drive over whatever it is they are laying down so they wont hit the grey one.
I wouldn't think that grey one is removable.

The whole "picture" is actually painted on the sidewalk and none of it is real. I have seen this guys work and it's amazing but I haven't seen this one before.

Nope. Here's the real answer from Snopes.com web site.

The Bollards are manufactured by Glasdon UL Limited and are called the Victory Bollards which are described as "The unique Glasdon patented Key-Locking Socket System gives the flexibility of a permanent, temporary or semi-permanent application." http://www.glasdon.com/GlasdonUK/Hie..._134_True.aspx
Conclusion: Despite what may appear to be stupidity is actually the required installation procedure to erect in position then unlock at will. Even though the photo portrays a lack of foresight, they are in fact installing keyed units that will allow non-problematic departure. The bollard design also allows for blanking caps when bollards are not required for non-obstructive walking surface.
It was not long ago that a city in oregon (cant remember where), the people were complaining that the security posts looked too much like phalic symbols and wanted them removed.
