Look like early to mid 1950's Plymouth...

I think '54 and '55 Plymouths used that design. I have also seen wire wheels/covers with that design on '54 and '55 Plymouths.
I'm familiar with early-fifties Plymouths and I've never seen that on any on them. 1954 looks similar, but is not exactly that one.
I'm no expert, but my first thought was late 40's early 50's Dodge, or De Soto.
Could they be generic replacement caps like the ones sold by Pep Boys and J.C.Whitney in the 50s ? - Rick

If you click on the image and click again to enlarge, you will see the Mayflower ship at the top of the emblem.
It might be an aftermarket wheel cover, but it was intended for a Plymouth.

hi, these are center caps for the optional wire wheel covers, that several makes had in the early to mid fifties, oldsmobile, cadillac, plymouth, the wheel covers were the same, the center cap were different to each make, also dfferent were the mounting tub or plate. charles coker, 1953 pontiac tech advisor. p.s. these here are the 1954 plymouth center caps.
