1946 BUICK CONVERSION TO 12V

DOES ANYONE KNOW WHAT THE IGNITION COIL VOLTAGE IS FOR THE 6VOLT SYSTEM. I ASSUME THAT IT IS 6V, I HAVE A BALLAST RESISTOR SUPPLYING THE IGNITION COIL BUT I ONLY READ 4 VOLTS. THIS SEEM A LITTLE LOW. THE FACTORY WIRING DIAGRAM SHOWS NO RESISTOR TO DROP THE 6V TO 4V. HAS ANYONE CONVERTED OVER TO 12V AND WHAT VALUE BALLAST RESISTOR DID YOU USE.
I AM ATTEMPTING TO ELIMINATE A WEAK SPARK TO MY PLUGS, AND POOR BURN (CARBON FOULING) OF ON THE PLUGS.
ANY HELP IS WELCOME.

I would bypass the resistor and run 6 volts to the coil. I can.t remember a resistor in any GM 6 volt system
