Saw this car when driving through town and HAD to stop. It was a low mileage car with newer paint. Price? Out of this world. Looks? Judge for yourself.

Not bad. I'd look better to me if it did not have the incorrect bumper guards and steering wheel. And if he got the hub cap paint correct it would help too. I can live with the after market heater... after all, I have an after market heater in my 1933 too.
All in all, a pretty car but not a show car.
There are many items added incorrectly or in unrestored condition. How much were they asking?

Was the car really for sale, or the guy just saying a price?
Some people who don't want to sell a car will name a high price when asked, just to confuse and confound the person asking.
Been known to do that myself. Just for fun........

In that case, for sure very high, 45K will buy you all sorts of high end, nice cars. Not that this isn't a nice car, but agree with previous comments that 15K is all the money for it....there sure were some pretty cars made in 33-34, though, an automobile manufacturer really had to work to make something not attractive......
this 1934 Dodge was bid to $28,200.00 on ebay
this car is for sale in the bay area $15,000.00
I think that the guy realizes now that he does not have what he thinks he has.....he lowered the price to around $25,000.00. Still way too much in my opinion.
