My specialization is 1961/1962, but there may be similarities that I can help with. For example, I suspsect the dashpot you mention is the "anti-stall dashpot". The vacuum port takes intake manifold vacuum and controls the throotle input, so that a sudden removal of acceleator pressure won't totally stall the engine. If you take your foot off the gas pedal, manifold vacuum will suddenly rise (as the throttle butterflies close). This increased vacuum extends a knob from the dashpot, that prevents the throttle from being completely and suddenly closed. as manifold pvacuum equalizes, the knob withdraws, allowing the throttle to completely close more gradually and smoothly.
