If caused by electrical and solenoid staying in, a quick check should be able to free up by pulling fuse on OD relay. Most likely reason is a grounded wire between relay, kickdown sw and governor. Here is an electrical troubleshooting procedure for 55-6 which should be very similar to your R11. If it doesn't help, the 51-4 manual has some mechanical suggestions.

Thanks. I also found the OD manual with all the troubleshooting guide over on packard information site. Thanks to you and BigKev for all your help.

Hope it turns out to be simple.

Hopefully the Borg Warner manual will help. The Econodrive manual is R9 so lots of differences there.

There is a pretty good writeup on the R11 and differences in the 1949 service counselors--Vol23#2.
