creating private posting?

I don't see a tab to create a private posting. I have responded to some, but can't seem to figure out how to start one.

John, just click on the name of the poster you want to contact, or if don't remember or see his name, you can search for names.

After you click on the name, the tab will come "down" with different options for you to follow.
