Question 50 Champion Master Cylinder

Had to remove the master cylinder from my 50 champion after breaking the fill cap while trying to remove it. Then I found the plunger rusted and all gunked up.. Rebuild or Replace ? that is the question...
Also, Anyone got any secrets to cleaning these parts before painting?
