Gas Rationing Stamps

I recently acquired a few small coupons that are the size of postage stamps. They have OPA, which I assume stands for Office of Price Administration and a place to record the license number and state.
Does anyone know what these are, where they were used, attached to the windshield?
Any information greatly appreciated.

Hey Joe -
Click on this link http://www.prewarbuick.com/id389.htm to get an idea what those little stamps you have were all about. One aspect of WWII rationing that most of us forgot about was the selling of "regrooved tires" to replace bald or punctured tires.
