i dont drive this car much at night..
theres a slight "flicker".
i cant go to high beam with out turning
lights off and then back on.
im thinking the lights arnt going all the
wayt up...lube, bushings??

Do you mean a "Jiggle"? Like it's bouncing. (A flicker to me is electrical in nature). If it's a bounce, you can adjust the stop nut. It's the white plastic nut behind the headlight door. You can see it with the headlights closed. Adjust a little at a time to prevent breaking it. If it's an electrical flicker I would suspect a bad ground first.

yes, its a bounce..
and yes i have lights(low beam), but cant go to high beam..until i shut down the lights and bring them back on, then i have everything..its like i cant go to high beam until it goes to a full up position ?? but it "looks" likeit up because i do have lights..i'll try the adjusting.

Sounds like two separate problems.
1) Stop adjustment
2) Electrical issue with high/low beams.
I'll defer the electrical issue to the experts.

i havent done the adjustment yet but will in a few..i get a high beam indication when i put it in high(but only after i turn the headlights on the 2nd time).. i think the adjustment is the thing, but ill be back to let you all know..

The headlight opening (up and down) has nothing to do with the operation of the lamp itself. If you were to unplug the headlamp motors and actuate the hi-lo the headlamps would operate in the open or closed postion.
Section 8A-100 of the service manual covers the headlight operation and 8A-102 covers the operation of the doors.
8A-100-2 shows the wiring diagram for Reatta early production in 1990. The book does not specify what vin seperated early from late but the early production signal went directly from the "left switch assembly" (headlight switch) to the Hi-Lo relay.
On the late production wiring diagram 8A-100-4 there is a headlight relay between the switch and the hi-lo relay.
Like someone above suggested, you probably have a bad hi-lo relay.
The hi-lo relay as well as the fog lamp relay is located in the interior relay center in the front of the console.
The headlight relay on the late production cars is located "in the front of the console, near the interior relay center.
