Photo editor

A while back someone recommended photo editing software for resizing pictures that could be downloaded free. It was really good, did a lot of things and was easy to use. When my computer cratered, I lost it, and now I can't remember what it was. Anybody remember?

I have used a Windows program,
"Windows Resizer Powertoy for Windows XP"
It works well, no cost involved.

I chose IrfanView. It's pretty cool. Thanks.

(I forgot that I had Microsoft Office Picture Manager. It comes with MS Office. Duh.)
